Who This Checklist Is For
If you're a procurement manager or operations lead at a mid-sized energy or mining company—say, between 50 and 500 employees—and you're responsible for evaluating equipment vendors, this list is for you.
Specifically, it's for when you're comparing suppliers for capital equipment (drills, crushers, conveyors, pumps) or high-value consumables (drill bits, wear parts, filtration media). Not for office supplies or MRO items under $500. That's a different conversation.
I've been managing multi-vendor evaluations for six years now, and I've learned the hard way that the lowest quoted price rarely wins on total cost. Below is a 5-step checklist I built from tracking over 40 vendor evaluations across three sites. Use it as-is, or adapt it to your procurement policy.
Step 1: Verify the Vendor's Core Competency—Don't Assume They Can Do It All
This sounds obvious. But I've seen teams invite generalist suppliers into specialized equipment tenders because 'they said they could do it.' That's a mistake.
Start with one question: What is this vendor's primary product line?
If you're buying a high-pressure slurry pump, and the vendor's catalog is 80% conveyor belts and structural steel, they're probably not your best option. Not because they can't make a pump—maybe they can—but because they won't have the dedicated R&D, testing history, or field support for that specific application.
In my experience, vendors who say 'we can handle that too' are often stretching. I'd rather work with a specialist who knows their limits than a generalist who overpromises. The vendor who told me, 'This isn't our strength—here's who does it better,' earned my trust for everything else.
A quick way to check: ask for a list of reference customers using that exact product—not just any product from that vendor. If they hesitate or deflect, that's a red flag.
Step 2: Calculate the Total Cost of Ownership (TCO)—Not Just the Purchase Price
This is where most procurement teams falter, especially when under time pressure. I did too, early on.
Here's a simplified TCO template I use:
- Purchase price — obviously.
- Installation & commissioning — site prep, rigging, electrical integration. Some vendors include this; others bill hourly.
- Training — operator training, maintenance training. One vendor quoted $0 (online manuals only). Another charged $4,800 for on-site training.
- Spare parts availability — standard vs. proprietary. Proprietary parts = higher future costs.
- Expected maintenance frequency — ask for recommended service intervals. A 'cheaper' machine may need servicing 50% more often.
- Energy consumption — for high-draw equipment, this can exceed the purchase price in two years.
In Q2 2024, I compared two crusher vendors. Vendor A quoted $127,000. Vendor B quoted $108,000. But Vendor B's machine required a $9,200 optional belt feeder that Vendor A included. Plus Vendor B's electrical consumption was 8% higher. Over three years, the gap flipped: Vendor A was actually $14,300 cheaper on TCO. That's a 11% difference hidden in fine print.
Step 3: Get Specific on Delivery & Lead Times—'Estimated' Means Nothing
I learned this one the expensive way.
A vendor promised '12-week delivery' for a set of high-torque pumps. They meant 12 weeks from receipt of a confirmed purchase order. But they forgot to mention: their production slots were full for the next 6 weeks. So actual delivery? 18 weeks. We missed a project milestone, and the delay cost us roughly $6,200 in idle labor.
Ask for committed lead times in writing. Not ranges—exact dates, with penalties for overrun. And ask: 'What is your current order backlog?' If they won't share it, they're probably at capacity.
Also: verify shipping terms. Is it EXW (Ex Works), FOB (Free on Board), or DDP (Delivered Duty Paid)? The difference can be significant, especially for international orders.
Step 4: Audit Their After-Sales Support—The 'Cheap' Vendor Often Costs More in Downtime
This is the step most people ignore. They focus on the machine, but forget about the support system behind it.
After tracking 60+ orders over six years in our procurement system, I found that 73% of our 'budget overruns' on equipment came from after-sale issues: unplanned downtime, lack of local service engineers, slow spare parts shipping.
Ask these questions before awarding the contract:
- How many service engineers do you have within a 200-mile radius of our site?
- What is your typical response time for emergency breakdowns?
- Do you stock critical spare parts locally, or do they ship from a central warehouse?
- Is remote diagnostic support available 24/7?
One vendor I evaluated had excellent equipment but a single service engineer covering four states. When I asked about backup, they said 'we can fly someone in within 48 hours.' That's too slow for a mine site that loses $1,200 per hour of downtime.
Step 5: Check the Contract for Hidden Costs—Especially the 'Standard Terms'
Honestly, I'm not sure why procurement teams still accept vendor-drafted terms without review. But I've seen it happen. Repeatedly.
Here's what I look for now—after getting burned twice:
- Warranty exclusions — what's not covered? Wear items? Damage from normal use?
- Payment milestones — 50% upfront? 100% on delivery? 30% on delivery, 70% after acceptance (my preference)?
- Penalty clauses — is there a late delivery penalty? A performance guarantee? If not, negotiate one.
- Termination rights — can you walk away if they fail to meet a critical milestone?
- Dispute resolution — arbitration vs. litigation? Venue? This matters for international contracts.
I once accepted a contract with a 'standard' warranty that excluded 'misapplication.' The vendor later argued that our application was 'more abrasive than typical'—and refused to cover a failed impeller. I learned never to assume the warranty covers what you expect until you read every exclusion.
Implementation Checklist (Quick Reference)
- Confirm vendor specializes in the product you need—ask for specific customer references.
- Build a TCO spreadsheet with at least 5 cost categories beyond purchase price.
- Get committed delivery dates in writing, with a penalty for overrun.
- Verify after-sales support capacity—local service engineers, stock availability.
- Read the contract terms yourself. Don't rely on a summary.
